The Ministry of Housing had a workshop yesterday for Heads of Execution Courts at the Ministry of Justice about the "Ejar" program, in presence of the General Supervisor of Organization Rental Sector Mr. Mohamed bin Saleh Al-Bati and HE Undersecretary of the Ministry of Justice for implementation Dr. Hamad bin Abdullah Al-Khudairi, in Khobar city.
Eng. Al-Bati welcomed the participants in the workshop including execution judges and thanked them for their interest to attend and provide their views about the program. In particular, the execution judges are important partner to apply the program which needs to enhance the partnership between both parties to ensure providing services that meet the needs of related parties in the Rental Sector. He explained that the Ministry of Housing works with various ministries and governmental authorities to achieve the national goals that go along with the National Transformation Program on 2020 and the Saudi Vision on 2030 to achieve further development and renaissance for the nation and citizen as well. He pointed out that the Rent Program is one of the programs and initiatives launched by the Ministry of Housing, as it seeks to regulate and facilitate the well-balanced and sustainable housing environment. Furthermore, to improve the performance of the real estate sector and increase its contribution in the gross domestic product. He confirmed that the program achieves the necessary protection for both the lessor and the lessee and the authorized real estate agent, indicating that the unified contract which was drafted in cooperation between the Ministry of Housing and the Ministry of Justice and will be effective during the first quarter of 2017 which considered as a bond executive, which emphasize on the importance of execution judges’ role in implementation of contract optimally.
Eng. “Al-Bati” during the workshop presented an integrated definition about the program, its regulation, and implementation mechanism as well.
He pointed out that it is an advanced electronic network that offers complementary solutions to regulate the rental sector, and place all rental process parties in one virtual place and preserve their rights. Moreover, ensure the benefit and take full advantage of the rented housing units and comply with to apply the entire terms of the contract. This will encourage investment in the field of construction rentable housing units and real estate marketing in order to achieve a balance between supply and demand in the housing units. He adding that the first stage in the implementation of the program is to record and qualify the real estate agents to join the electronic network. The second stage is to register rental contracts electronically through the network.
Subsequently the HE Undersecretary of the Ministry of Justice for Implementation Dr. Hamad bin Abdullah Al-Khudairi, thanks the organizers of the workshop, confirming that the importance of exchanging views and observations between the concerned employees in the Ministry of Housing and the Ministry of Justice. He also noted that the effective partnership between the two sides in various programs including "Ejar" program.
Eng. Mohamed Bata answered to the questions and inquiries from the participating judges in the workshop, about the program and the benefits of unified contract on housing sector and the effective role of execution judges in its application.
